The commission was created in 2017 as part of the National Defense Authorization Act. Commission Chair and former Representative Joe Heck (R-NV) outlined the report’s main recommendations, which include improving the readiness of the national mobilization system, maintaining the Selective Service, expanding draft eligibility to women, creating a critical skills ready reserve force, and having 1 million annual national service participants by 2031.
